The best time to email your resume to a recruiter is between 9am and 11am and 3pm to 6pm. Doing so will give you the best chance of it being read since you are most likely to catch the recruiter at his or her desk.
Mondays are usually the worst day to email since that is usually a recruiters busiest day.
