The U.S. Department of Energy recently awarded $1 million in American Recovery and Reinvestment Act funding to the Oregon Energy Coordinators Association to establish a new training center for energy efficient retrofitting and weatherization services.
OECA is a nonprofit, professional organization that works to develop and provide better energy solutions for low-income households throughout Oregon. This new funding will address the need for more low-income weatherization workers, supervisors and inspectors, as well as help OECA develop a training program that will extend beyond low-income weatherization.
"This award will help to train Oregonians so that we can meet the workforce demands of the state's growing green energy industry," Gov. Ted Kulongoski said. "The work performed by these workers will increase energy efficiency and deliver long-term energy savings for Oregon homeowners."
Earlier this year, the Low-Income Weatherization Assistance Program received $38.5 million in ARRA funding, causing an increase in the demand for contractors to help Oregon families make their homes more energy efficient. That program is managed by Oregon Housing and Community Services through local community action agencies across the state.
"The opportunity to further develop and train Oregon's workforce to meet the demands of a growing field is an exciting opportunity," OHCS Deputy Director Rick Crager said. "We look forward to our continued partnership with USDOE and our state's community action agencies to deliver our low-income weatherization program and build the capacity in Oregon to meet energy retrofit needs of the future."
To date, the LIWAP has already weatherized 1,167 homes throughout Oregon. In addition, the program has employed a total of 561 employees and extended energy savings of at least 32,500 MBTUs.

The construction industry took the biggest hit when compared to last year, losing 16.8 percent of its workforce between April 2009 and April 2010, to 32,100 jobs.

Youth Jobs in Atlanta Lost Due to Lack of Funding
Several young people who were hoping to be employed this summer will now be without jobs in Atlanta.
Several area organizations have recently learned they will not receive the American Recovery and Reinvestment Act funding they were expecting in order to create summer jobs programs for local youth, according to an article by the Atlanta Journal-Constitution.
The Lindsay Street Baptist Church had planned to hire eight youth ministers who would serve as mentors at a free summer camp for children whose parents are busy working. The church was recently told it will not receive the funding it needs to pay those youth ministers $8.50 per hour.
The free summer camp is being offered to 25 children who are 13-years old or younger, and is meant to be an alternative for children whose parents cannot afford to send them to a paid camp.
Other organizations have recently lost their funding for youth summer job programs as well. Hapeville Charter Career Academy was planning to pay 41 students to move furniture, books and equipment into new buildings, but did not receive the anticipated funding to do so.
The funding for these programs was supposed to come from federal stimulus money slated to expand the Georgia TeenWork program. TeenWork, which previously only employed foster children, was set to expand by 15,000 jobs for children from low-income families.
Some of the blame is being placed on the McClendon Project, a nonprofit organization that told both organizations about the government-funded jobs programs and helped students fill out applications.

Milwaukee Jobs WI Lost

The Milwaukee area had a total non-farm employment of 793,900 workers during April, which is a 2.4 percent decrease from last year. However, that's higher than the 783,300 workers the city had during March of this year.
On a yearly basis, the area's education and health services and leisure and hospitality industries were the only sectors to add jobs, increasing by 1.5 percent and 4.4 percent, respectively. Every other industry lost jobs over the year.
On the up side, the Milwaukee area's unemployment rate decreased from 9.8 percent to 8.5 percent during April, keeping it below the national average of 9.9 percent.
The construction, manufacturing, information, professional and business services, education and health services, leisure and hospitality, other services and government industries all added workers between March and April of this year.
